Tiananmen beggars to be controlled

Xinhua is reporting that the Beijing City Government has for the moment decided not to establish "no-begging zones" around Tiananmen Square, but will institute measure to control beggars in important areas.

Even though there will be no "no-begging zone", the police and city government will strongly target and control people who smear themselves witg dust, pester and tag behind [pedestrians], grab legs and grasp, or use begging as a way to cheat people... Using children to beg will be treated as a particularly serious crime.
