GRADE: Ordinarily Resident: FSN-11 (ERR), USD 42,934 (Starting annual salary includes housing allowance)

The U.S. Embassy in Beijing is seeking an individual for the position of Commercial Representative with the Foreign Commercial Service.

BASIC FUNCTION OF POSITION

This position is created in response to the mandate of the United States Congress that the U.S. Department of Commerce (USDOC), open American Trading Centers (ATC) in major trade centers in China. Under the programmatic and policy guidance of Principle Commercial Officer (PCO) and the officer in charge of the ATC, the incumbent is responsible for outreach activities at the sites designated for coverage from the current missions within each of the consular districts.

REQUIRED QUALIFICATIONS

Applicants must address each qualification requirement detailed below with specific and comprehensive information supporting each requirement. Applicants who fail to provide detailed information supporting each requirement will not be considered for this position.

Education:

  • B.A. Degree in business, business management, international trade, banking, marketing, economics, finance, international affairs, English, Law, communication.

Experience:

  • 4 years of progressively responsible experience in business management, sales, marketing, event management, banking, law, trade policy analysis or other, related professional activities, as an employee of U.S. companies or of Chinese importers from U.S. companies or of international banks. One additional year of experience in a position with supervisory responsibilities.

Languages:

  • Level IV (Fluent) speaking/reading/writing in English.
  • Level III (Good Working Knowledge) speaking/reading/writing in Chinese.

Knowledge:

  • Expert knowledge, based on cultural and professional experience, or U.S. business practices and their applicability in the Chinese market.
  • Expert knowledge of China's business practices and regulations, banking system, marketing system and economic development.
  • Specific knowledge (including business practices, marketing channels, applicable laws and regulations, and policies) in assigned industry sectors is required.

Skills and Abilities:

  • Strong managerial, analytical, promotional and counseling skills.
  • Expert ability to draw upon market intelligence obtained from U.S. company executives and from knowledge of the Chinese market to frame commercial policy issues and develop program strategies; to rely on intimate knowledge of D.S. business culture to direct key program initiatives, assess market intelligence, opportunities and trends; to conceive and implement programs relating to standards and intellectual property protection in accordance with U.S. industry positions and USG policies; to provide expert advice to post management; to advance and support well-grounded professional opinions. Ability to travel frequently (two weeks in a month)

SELECTION CRITERIA:

When equally qualified, Appointment Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  2. Current employees serving a probationary period are not eligible to apply.
  3. Security Clearance: must be able to obtain a Secret Security Clearance.

Special notes:

  1. Individuals holding diplomatic passports are not eligible to apply for this position.
  2. This position requires a regular program review. The current contract is valid until December 10, 2009 but the program is expected to be renewed at that time.

DEFINITIONS:

1. AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:

  • US citizen;
  • Spouse or dependent who is at least age 18;
  • Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority;
  • Is resident at the sponsoring employee’s or uniform service member’s post of assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and
  • Does not receive a USG annuity or pension based on a career in the US Civil, Foreign, or uniform services.

2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign of Civil Service or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.

3. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.

4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.

5. Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
