The Ministry of Information Industry, which regulates the Internet and telecommunications in China, is investigating Google China after discovering that the ICP licence (Internet Content Provider) being used by the search giant actually belongs to Ganji.com. Google China is arguing that Ebay, Amazon, and Yahoo all use ICP licences that belong to local partners, however these three companies have already set up joint-ventures with their Chinese partner companies.
