The government's infusion of 45 billion US dollars into the Bank of China and the Construction Bank are intended to have a 'domino effect' and encourage foreign investment the other two of the 'Big Four' state-owned banks, ICBC and Agriculture Bank. Slightly different use of the 'domino effect' than you might expect in English, or is there a subtle joke there that I'm not quite getting?
